Do I count 2sc in next sc as 1 or do I count 2?

You will crochet one single into the first sc, that’s 1 … then two into the next sc space … that’s 2 more for a total of 3. (Yep, you’re increasing …)

It looks like you’re doing that 9 times, for a total of 27 stitches when you’re done.

Each single crochet that you make in the round counts toward the total of 27 sc in that round (so when you make 2 sc in one place, it still counts as 2 sc toward your total of 27 sc in the round).
